Is CRMWA II being built for Fermi's Project Matador?

Is CRMWA II being built for Fermi's Project Matador? Nothing we've found says so.

We searched both volumes of the 2026 regional water plan, where CRMWA II is a recommended project. Fermi, Project Matador and data centers aren't mentioned once. In September 2025, CRMWA's general manager told the City Council its models weren't forecasting that Fermi's demand would come from CRMWA. Fermi's water deal is with the City of Amarillo, for up to 2.5 million gallons a day from the City's Carson County Well Field.

What we can't answer yet: CRMWA's Oct. 14 board agenda included an item on energy and industrial projects over CRMWA's groundwater rights, alongside CRMWA II easements. CRMWA hasn't posted minutes; it says they're available on request. We don't know what was discussed or decided.

If that changes, we'll report it with the document.
