The Amarillo Tribune reported that after July 16 Baker Tilly split two measures and proposed six propositions at the July 23 meeting, and that the council eliminated two: the separate staggered-terms proposition, and the proposition adding a district residency requirement for three council places, which it moved to "the next possible opportunity."
