Both the 2020 and 2026 tracts lie in Section 93, Block 2, A.B.&M. Survey, Potter County. The 2026 ordinance's legal description describes the 355.40 acres as part of a 527.48-acre tract recorded in Volume 3026, Page 467 of the Potter County records, the same deed reference the City's January 2021 packet gives for Happy Horizons Properties, L.P., and begins at the southeast corner of Amarillo Horizon Park Unit No. 1. City of Amarillo Planning and Development Services staff report: The staff report says the applicant proposes industrial and commercial uses; "exact development plans have not been determined," and the applicant "wants to zone the property to continue the expansion of the business park that was originally anchored by an Amazon warehouse on a portion of the property." It says the request is "to facilitate the future sale of property within the development." No end user is named. [3]

The staff report places the 355.40 acres in the City Plan 2045 "Reserve" place type, which it describes as holding areas for future development until trends are known, and says the commission considered industrial use supported by the Amazon warehouse and abutting industrial zoning. It cites the tract's frontage on N.E. 24th Avenue and Loop 335 and a railroad right-of-way, and City Plan goals for logistics and for land around the airport as an employment center in east Amarillo. According to the staff report, initial discussions included zoning the property farther west, but because the Eastridge neighborhood lies along the west side of Whitaker Road the developer agreed to leave the west 600 feet out of the request until a more defined plan could set a zoning transition.
