Specific use permit for alcohol service at a Bell Street barbershop, capped at 50 percent of sales
A rezoning at Bell Street and Farmers Avenue added a specific use permit for on-premise primary use alcohol sales and service, so an existing barbershop in a multi-tenant building could serve alcohol to patrons, on condition that alcohol be no more than 50 percent of an establishment's gross sales. The Planning and Zoning Commission recommended it 4-1 on April 21, 2025. The council passed Ordinance No. 8191 5-0 on May 13, 2025, with no one speaking at the public hearing, and on the consent agenda, 5-0, on May 27, 2025.[1][2][3][4]

On April 21, 2025 the Planning and Zoning Commission approved case Z-25-03 4-1, with Commissioner Josh Langham voting no, on condition that no more than 50 percent of the gross sales receipts of any establishment on the property be alcohol sales. The owner of Society Barbershop said she was present to answer questions. The staff report said the commission found the proposed business "very similar in nature to a restaurant that provides incidental use and sales on premise," and that the cap was meant to keep alcohol uses in the shopping center incidental "rather than primary (such as a bar)." It noted a church to the south and homes and an apartment complex to the west. [1][2]
