Council approves $147,150 for 40 license plate readers for the Regional Crime Center
On the consent agenda, the City Council approves buying license plate reader technology for the Amarillo Regional Crime Center from Insight Public Sector for $147,150.00 under OMNIA cooperative contract 23-6692-03, funded by a Smart Policing Initiative grant awarded to the police department in 2021. The memo says the purchase will acquire 40 license plate readers. The consent agenda passed 5:0. The same reseller and OMNIA contract number appear on the City's later renewals of its "existing Flock Safety ALPR" system; the 2023 memo does not name the manufacturer.[1][2][3]

The September 2023 and December 2023 purchase memos do not name the camera manufacturer. The same reseller (Insight Public Sector) and OMNIA contract number (23-6692-03) appear on the City's July 2025 and December 2025 renewals of its "existing Flock Safety ALPR" system, and a December 2023 resolution names Flock Group, Inc. as the company to install and monitor the City's pole-mounted LPR cameras on state right-of-way. The City's check register records two payments to Flock Group Inc. directly: $3,150.00 on July 13, 2023 and $3,000.00 on November 14, 2024. The register does not say what either payment was for, and the council-approved purchases and renewals were awarded to the reseller Insight Public Sector rather than to Flock. The register begins in July 2022. [7]
