Advisory board reviews other Texas cities' animal ordinances, including microchipping requirements
At the March 6, 2024 Animal Management & Welfare Advisory Board meeting, the department director summarized ordinances from other Texas cities: licensing, dangerous-dog rules, spay/neuter mandates, pet limits, microchipping requirements, rabies vaccination and repeat-offender penalties. Councilmember Les Simpson, a board member, asked which city had the most success; the director said there was not enough data to know what was working.[1]

The March 6, 2024 board minutes record a staff overview of other cities' ordinances listing "Microchipping requirements: Enacting microchipping laws to return animals to owners and promote responsible pet ownership," alongside licensing, spay/neuter mandates, pet limits and repeat-offender penalty enhancements. The presentation quoted a Texas Humane Network page noting that some jurisdictions see such requirements as government overreach and that some require microchipping only for animals impounded for violating the law.
